The Balance of Power |
|
Security in any institution is primarily a state of mind—a continuum of psychological warfare. |
|
In actuality, personal security in a jail or prison exists only as long as the prisoners allow it to exist.
It is not the rational thinking of a single individual that prevents assaults on the guards, it is the
collective reasoning of all the inmates. This delicate balance is maintained by a combination of a show of
force plus an air of confidence and professionalism on the part of the staff. The criticality of the
typical environment is evident in that the very words "jail break", "hostage", or "officer down" are never
spoken in the presence of inmates. |
