The essence of personal security in correctional institutions consists of two factors: deterrence and instant
communications accompanied by rapid and positive response. An "officer down" code evokes a total response for
the patrolman. An emergency alert in an institution should do the same. It is a dangerous procedure to attempt
to qualify the nature of the emergency. Standard emergency procedures anywhere—law enforcement, military,
aircraft, and fire, all follow the same rule—instant communications (alarm) plus location. Amplifying reports
can follow, but the standard for a first alert is brevity and location. |
